Set to is the initial timeoff balance a user starts-off with from a particular date
Carry upto is the maximum value which rolls over to next period while reset happens.
Example: If a user has carry upto 15 days at end of the year reset , then he can carry over a max of 15 days of leaves to the next year and the rest, if under utilized, will lapse.
