When there are users who have not submitted the timesheets on time or on the due date, for more than 2 weeks in a row, the Repeat Offenders report shows No Data.

The Repeat Offenders report is based on the Timesheet is overdue email notification. When a user does not submit the timesheet on time the application triggers an email notification to the user informing that the submission due date has elapsed and the timesheet needs to be submitted. This data is recorded in the database. When the report is run it checks how many times a user has received this email notification and then displays the report data based on the criteria selected in the report.
