A Project leader has a timesheet waiting for approval though the user has not entered time against the project leaders project.

If users have a project / task row selected on their timesheet and they have not entered time against it, the project manager may get the timesheet for approval. This usually happens when the user has entered 0 hours against the project / task. The user would have submitted the timesheet for approval. If a time entry is made, whether it is 0 or any number greater than 0, the Web TimeSheet will treat it as a time entry of the user. Hence the project leader receives the timesheet for approval.

Make sure that the users do not enter 0 hours against a project / task. If they have not worked for a Project / Task, they can leave it blank.
